This is a BLM adminstered area and we found a group camped in the alcove in South Temple Wash. BLM is trying to get a grip on this kind of activity, but that's happening very slowly.
The San Rafael River sites are accessible via either a very long day hike or an overnight backpack trip. In either case, it's a wet-foot trip, with a number of river crossings.

Petroglyph Canyon is close to I70 in Utah. But it still requires some walking. And considerable looking for the petroglyphs.
The Wild Horse Canyon Panel requires a 4 mile walk-in and then a several hundred foot climb to get to the cave that contains the rock art.
The Three Finger Canyon pictograph panel is in a canyon on the San Rafael Swell west of Green River, Utah. The road is passable for passenger cars until about a mile before the canyon. Then you'll need a high clearance vehicle. We got high centered on a sharp descent, but managed to back out without damage.
